On March 28, 2023, Evgenia Kara-Murza and five non-profit organizations: McCain Institute, Free Russia Foundation, Human Rights First, Raoul Wallenberg CHR, Human Rights Foundation addressed the Secretary of State Antony J. Blinken with a request to declare Vladimir Kara-Murza to be unlawfully and wrongfully detained and transfer his case's responsibility to the Special Presidential Envoy for Hostage Affairs.
