MOSCOW CITY COURT — Members of the court: I was sure, after two decades spent in Russian politics, after all that I have seen and experienced, that nothing can surprise me anymore. I must admit that I was wrong. I’ve been surprised by the extent to which my trial, in its secrecy and its contempt for legal norms, has surpassed even the “trials” of Soviet dissidents in the 1960s and ’70s. And that’s not even to mention the harshness of the sentence requested by the prosecution or the talk of “enemies of the state.” In this respect, we’ve gone beyond the 1970s — all the way back to the 1930s. For me, as a historian, this is an occasion for reflection.

The late Senator John McCain referred to Kara-Murza as “one of the most passionate and effective advocates for the passage of the [Russia] Magnitsky Act.” After this Act was passed, Kara-Murza advocated for its implementation and also supported the subsequent Global Magnitsky Human Rights Accountability Act, which was signed into law in 2016 and implemented in 2017 through Executive Order (E.O.) 13818. He was likewise at the forefront of diplomatic efforts in the passage of similar legislation in the European Union, Australia, Canada, and the United Kingdom.
Kara-Murza has been a vocal advocate for using targeted sanctions programs to uphold the human rights of Russians and others who have been affected by abuse, corruption, and other activities that violate an individual’s human rights. This includes work advocating for the passage of the Russia and Moldova Jackson-Vanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012 (the “Russia Magnitsky Act”) in US Congress.

Poisoning
Like many of his peers, Kara-Murza has paid a heavy personal price for his advocacy. In both 2015 and 2017, he was poisoned and left in a coma under circumstances that resembled those under which other Russian dissidents have been poisoned. Kara-Murza has stated he believes the poisonings were part of the Russian Government’s retribution for his work advocating for the passage of the sanctions regimes listed above. Even after these attempts on his life and in the face of grave danger, Kara-Murza has continued his advocacy, including through his vocal opposition to Russia’s February 24, 2022 invasion of Ukraine.
